Push Mountain ..... gravel shoulders?

Good morning hooligans. I've enjoyed riding the Ozarks in southern Missouri and Arkansas for 15 years. On each of my bi-yearly trips I include Push Mountain Rd (Hwy 341) on one of my routes. The first 12 miles running north from Hwy 14 are often included in many "best roads" reviews. Beautiful pavement, no crossroads, beautiful sweeping corners with zero gravel in the corners.
This last trip in September there were gravel shoulders in the corners with a lot of gravel kicked out onto the pavement! Any ideas on why the change with the Arkansas DOT?
